In 1994, BRIC began construction of a state-of-the-art community television center in the former Strand Theater on Fulton Street in Downtown Brooklyn. Since its opening on October 3, 1996, BCAT has expanded its services to offer training classes on field, studio and editing equipment; use of studio, editing and graphics facilities. In January, 1998, we began offering classes in video editing, desktop publishing and Internet use in our new Multimedia Lab.

Public Equipment:
Certified producers have access to check out a large variety of equipment, which includes DV and SVHS cameras, lighting kits, sound equipment, tripods and cables.

Programming Tape Drop Off:
Producers are able to drop tapes off for playback on one of BCAT three channels or pick up a BCAT Policy & Procedures Handbooks and applications for Playback or Renewal.

Training Studio
The BCAT facilities also includes a new high tech training center. All Studio and Remote production workshops are conducted in one centralized area leaving the Main Studio free for just production time. We are pleased to announce that this expansion allows for an additional 24 hours per week of studio and editing availability to certified producers.

Mini Studio:
Producers who have completed Studio Workshop training can take advantage of the smaller and more-efficient Mini Studio, suitable for news broadcasts or host segments.

 
This highly-specialized studio challenges trained producers to create programs unassisted by a production crew. A pair of robotic cameras can be self-operated, allowing for cut-away to a single guest or visual materials, or to a roll-in tape. The Mini Studio also includes an audio mixer, video/audio switcher, and multiple VTRs.

Edit Suites:

Edit Suites offer diverse levels of functionality, accommodating all the possible needs of BCAT programs.
For straightforward editing, our four Basic Edit Suites offer cuts-only editing and audio mixing capabilities. All producers who have passed Remote/Editing Workshop certification use these areas to conform their footage into basic programs.

For special effects and intermediate editing needs, our Video Toaster Suite offers a wide variety of video and audio functions. Including a NewTek Video Toaster 4000, digital audio mixer, multiple VTR sources and an impressive library of visual effects, this suite allows for the creation of content not possible in the Basic Suites

Non-Linear Edit Suite:
The Non-Linear Editing Suites offer BCAT producers to edit their programs on the computer. All producers who have passed Remote/Editing and NLE Workshop certification use these areas to transform their footage into high end programs.

Transmission Master Control Room:
From this nerve center, programs, live, on tape or via satellite, are transmitted to 400,000 households throughout Brooklyn. Basic Services include the BCAT Community Calendar, a 24-hour a day computer-generated listing of Brooklyn events and services, and BCAT Playback, a daily schedule of community-produced programs.

BCAT operates with multiple tape standards; VHS, SVHS, 3/4", BetaSP, Hi8 - all are in use to assure maximum availability to our producers.

BCAT Facility Usage
 
Orientation
BCAT offers monthly Orientation sessions that give a full overview of polices and procedures. Orientation is not designed to be a technical or training workshop. The Orientation is a pre-requisite for all BCAT training workshops. The Orientation is a pre-requisite for all individuals and organizations regardless of production/industry experience. To sign up for orientation please call 935-1122 ext. 261.

To become a certified producer one has to:

  • Attend a BCAT Orientation Session
  • Provide BCAT with proof of identification and Brooklyn residency.
  • Complete a Remote Production/Edit or Television Studio workshop session.
Training
After attending an Orientation Session, producers can make reservations to participate in either the Television Studio or Remote Production/Editing workshop. BCAT offers training workshops in both areas throughout the year on a first come, first served basis.

Main Studio/Mini Studio
This workshop explores the possibilities of an in-studio production using the BCAT Main Studio and Mini Studio facilities.

Remote/Editing Workshop This workshop explores the possibilities of a remote field production using BCAT's portable video equipment to obtain video footage and learn how to edit that same footage.

Reservations for training should be made and paid for at least 3 weeks before the start of a training workshop. Receipt of payment is required to attend a workshop. Space in most workshops is limited, so it’s a good idea to sign up for workshops during Orientation. If a workshop is fully enrolled, then BCAT will enroll you for the next available workshop. If you have been scheduled for a workshop but cannot attend that workshop, then please notify BCAT at least two weeks in advance. BCAT will then transfer you to an upcoming workshop, and your fee will be applied to that workshop. If you require a refund, then your request must be made in writing to the attention of the Operations Manager. If you fail to notify BCAT at least two weeks in advance, then your fee will not be transferred or refunded.

Completing Workshops & Receiving Producer Certification
In order to successfully complete a workshop, students must attend each workshop session, and be able to demonstrate to the training staff that they understand how to correctly and safely utilize all appropriate equipment and facilities.

If a student is having difficulty with specific equipment or production facilities and is deemed to need additional training, then the student in question will have the opportunity to attend the next available workshop at no additional cost.

After a workshop is successfully completed, the student is certified. All graduates interested in using the Media Center to produce a program for BCAT cablecast must fill out and submit both:

1) BCAT Project Information Form
2) BCAT Playback Request/Renewal Application

Both forms must be obtained and submitted to the Programming Department. For more information on BCAT Playback, please see How to Use BCAT Playback.

Once a time-slot is assigned producers must fill out a BCAT Reservation Form to reserve studio, editing, or equipment access time in keeping with the following allotment system.

BCAT Educational Workshops
 
BCAT Educational Workshops teach community members how to create, produce and enhance a television program. Call 718-935-1122 ext.211 for more information.

Production Workshops:

Studio
This workshop explores the possibilities of an in-studio production using BCAT’s main studio and mini studio facilities. Students get aquatinted with the main aspects of studio equipment such as switchers, audio controllers character generators, robotic cameras, manual cameras, microphones, set design, lighting console, intercom and IFB systems, as well as non-technical crew roles such as floor management, directing, producing, and even talent. This workshop also provides the students with the necessary teamwork "tools," so students can learn how to work within a crew and behave in a professional manner. Classes meet twice a week every Monday and Wednesday (except for holidays) for 3 hours per session.

Remote + Editing
This workshop explores the possibilities of a remote operation production using BCAT’s portable video equipment to obtain footage and using editing facilities to compile footage and add text. In this workshop students get aquatinted with the main aspects of production, namely pre-production, production and post-production. Classes meet twice a week every Tuesday and Thursday (except for holidays) for a period of 3 hours per session. BCAT is also offering a Remote/Editing workshop on Saturdays. This workshop meets 5 Saturdays in a row (except for holidays) for a period of 5 hours per session from 10:30 a.m. to 3:30 p.m.
